Pre-voting period needs more deliberation

In her article “Referendums Are Never Merely Referendums: On the Need to Make Popular Vote Processes More Deliberative”, published in the Swiss Political Science Review, Landemore emphasizes the importance of deliberation in referenda and other public votes. She also introduces the notion of “open mini-publics.”
